About the Role

Halliburton is hiring a Procurement Specialist in Singapore to support manufacturing sourcing at the plant level, spanning tactical purchasing through strategic category execution. The role requires the ability to interface across engineering, manufacturing, quality, and trade compliance functions, with SAP experience and an understanding of technical documentation being key differentiators.

Responsibilities

  • Plan sourcing of goods and services to support manufacturing tactical and strategic plans at the plant level.
  • Comply with and execute Category Management strategies in accordance with Halliburton policies and procedures.
  • Create requests for quotations (RFQ) and organize competitive bidding from various suppliers to obtain best quality, delivery, and price.
  • Develop, drive, and monitor project plans for new sourcing qualifications.
  • Ensure compliance with all Halliburton policies and procedures including those associated with International Trade Compliance.
  • Serve as the facilitation point between regional sourcing teams, PSLs, and other Supply Chain internal customers.
  • Contribute to assessment of current risk factors and market situations (geo-political, currency, etc.) and identify improvement opportunities.
  • Support component cost setting and necessary system updates to enable the Procure-to-Pay process.
  • Collaborate with stakeholders and buyers in supplier performance assessment.

Qualifications

  • Undergraduate degree in Engineering, Industrial Distribution, Business, or Supply Chain Management or similar discipline.
  • Minimum of 3-6 years of experience in Supply Chain Management activities.
  • Ability to interface across the entire enterprise including Engineering, Manufacturing, Quality, Trade Compliance, and Accounting.
  • Capability to understand technical documentation and standards such as machine drawings and material specifications.
  • SAP knowledge preferred.
  • Strong analytical, communication, and negotiation skills.
